проактивное (упреждающее) управление
в системах сетевого управления - возможность планировать и моделировать изменение и развитие сети, а также заранее оценивать её будущие потребности и прогнозировать узкие места, чтобы по возможности предупредить (избежать) их появления. Противоположностью данному подходу является реактивное управление (reactive control), когда проблемы в системе устраняются уже после (по мере) их возникновения
